Analyzing the past is key to understanding the rise of ISIS, according to Rami Khouri, a Senior Public Policy Fellow at the Issam Fares Institute for Public Policy and International Affairs. Khouri spoke at an event hosted by the Wilson Center’s Middle East Program on May 11, moderated by Haleh Esfandiari. He emphasized harsh state rule in Arab states, foreign military interventions, and the ongoing Arab-Israeli conflict as factors that have facilitated the rise of ISIS in the Arab world.
