CEF Director Contributes to New CSIS Report on Promoting Confidence Building Across the Taiwan Strait

CEF's Director Dr. Jennifer Turner contributes a section in the Center for Strategic and International Studies' (CSIS') Report on Cross-Strait Environmental Confidence Building Measures (CBM). The section discusses opportunities to improve cross-straits cooperation around non-political, transboundary issues, such as the environment. Dr. Jennifer Turner highlights cooperation on municipal waste management, which Taiwan has successfully controlled with an aggressive recycling program, and energy efficiency, which China has spent significant resources researching and developing, as key areas for increased dialogue. Although Dr. Turner does not believe that initiating environmental CBM will solve the political tensions in the strait, she believes that the significant common ground in this topic offers opportunity to develop goodwill and trust.
