En un restaurante en San Diego, cerca de la frontera con México, se reúne cada mes un grupo de policías y fiscales mexicanos y norteamericanos para comer y conversar sobre lo que está pasando en sus comunidades: Baja California y el sur de California. En sus reuniones intercambian información, construyen lazos de confrianza y van diagnosticando los problemas que comparten de un lado y otro de la frontera en donde viven. Este grupo binacional no existe en papel, ni tiene un sitio web, pero sí tiene años reuniéndose mes tras mes en el mismo restaurante.
