The U.S. Congress and North Korea during the Clinton Years

Robert M. Hathaway, director of the Wilson Center's Asia Program, and co-author Jordan Tama have recently taken a look at the striking gap between congressional rhetoric on North Korea during the Clinton administration and actual legislative action. While historical in nature, this inquiry offers revealing lessons for George W. Bush as he seeks to fashion his own approach to a still dangerous North Korean adversary.
