The rising tide of violent crime in Latin America represents a threat to the region's nascent democracies. Corrupt police forces are also a challenge and the costs of an intimidated, alienated public are beyond calculation. To rectify there ills Mark Ungar proposed a range of important and related reforms and explains their urgency.
