Edward Joseph is the former Director of the Macedonia Project at the International Crisis Group.

Although it now seems distant, it was only short time ago that the American military was waging war in the Balkans. From that conflict come useful lessons that should influence our conduct in Iraq. Edward Joseph describes the challenges of building youthful democracies in places like Macedonia, where inefficiency, corruption and complacency threaten the forward progress of the nation.
