North Korea and Iran pose a fundamental challenge to the nuclear non-proliferation regime. U.S. efforts to marshal international support to address the twin nuclear crises with North Korea and Iran are playing out against the backdrop of the Iraq War and the intelligence failure over weapons of mass destruction.
