A Global Problem: the European Parliament’s Effort to Combat Tax Inversion

Legislators on both sides of the Atlantic have expressed growing concern about tax inversion and its impact on both investment and tax revenues. In recent years, the practice has been the subject of heated public debate both in the US and in the European Union. In February 2015, following public and political interest in advanced tax ruling practices in Member States, the European Parliament set up the TAXE committee. Alain Lamassoure, Chairman of the TAXE committee, will speak about this unique initiative of the European Parliament and of the need of transatlantic cooperation in this field.

Overview

Legislators on both sides of the Atlantic have expressed growing concern about tax inversion and its impact on both investment and tax revenues. In recent years, the practice has been the subject of heated public debate both in the US and in the European Union. Last year the Organization for Economic Cooperation and Development published a report that advocated coordinated actions to end tax avoidance. In February 2015, following public and political interest in advanced tax ruling practices in Member States, the European Parliament set up the TAXE committee. This committee will explore the compatibility of tax rulings, which aim to clarify and apply national tax legislation, with State Aid rules and taxation law. The Committee will produce a report with recommendations for improving transparency and cooperation between Member States, as well as the functioning of the EU internal market for the benefit of businesses and citizens.

Alain Lamassoure, Chairman of the TAXE committee, will speak about this unique initiative of the European Parliament and of the need for transatlantic cooperation in this field. Prior to being elected Chairman of the TAXE committee, Mr Lamassoure was Chairman of the European Parliament’s Committee on Budget, and, prior to that he was French Minister for the Budget and Government spokesman.
