Biography
Joseph Bell is a senior partner at the law firm of Hogan & Hartson in Washington, DC, working principally in the energy field. Mr. Bell is also actively engaged in privatization and institutional change in Central Europe. He was Special Counsel to the Ministry of Finance in Poland during the initial period of Polish reforms, and in 1990 co-founded the Project on Economic Reform in Ukraine. He is a founding director of the Polish American Freedom Foundation, and a director and officer of the International Senior Lawyers Project. Currently, much of his activity is focused on transparency and oil issues in West Africa.

During his government service, Mr. Bell received the Distinguished Service Award for his work at the Federal Energy Administration and the Outstanding Service Award for his work with the Department of Justice. He is a member of the Council on Foreign Relations and was a member of its Task Force on Energy Security.
