Scholar Application Guidelines

Along with its robust public affairs programming, the Wilson Center Southeast Europe Project offers a number of exciting opportunities for research scholarships. The Project looks to foster innovative scholars and analysts whose works identify and illuminate emerging regional and functional issues involving Greece, Turkey, Cyprus, or Bulgaria, as well as related issues affecting broader geopolitics throughout southeast Europe.

Southeast Europe Policy Scholars
The Project offers residential research scholarships to academic scholars and specialists from government, media, and the private sector. The scholar’s research must be highly relevant to the program or activity of the Project. Southeast Europe Policy Scholarships provide a stipend of $5,000 per month. This is inclusive of travel, housing and insurance premiums.

Eligibility:
Scholarships are available to experts on regional and functional southeast Europe issues in order to carry out their independent research and writing. Academic applicants must either possess a doctoral degree or be doctoral candidates completing their dissertations. For non-academics, an equivalent level of professional achievement is expected. Policy relevant research is strongly preferred.

Length of Appointment and Responsibilities:
Recipients are required to be in residence in Washington, D.C. for the duration of the scholarship. Senior Policy Scholarships are for 3 - 6 month terms, to be carried out for a period mutually acceptable to the Wilson Center and the recipient. It is expected that Southeast Europe Policy Scholars will participate in events, such as a conference or public forum, to discuss related issues during the course of their research.

Application Information and Deadlines:
Applicants for a 2011 scholarship must submit proposals (maximum 1500 words) by September 1, 2010. Proposals must include a curriculum vitae, full contact information, two recommendation letters, and the following:
1. A detailed description of the research topic.
2. Policy relevance beyond the interests of the specific field of study.
3. The originality of the proposed study.
4. The methods or approaches to be used.
5. Research materials that will be drawn upon, especially Washington, D.C.-area resources.
6. A brief discussion of how the research project will foster communication between the world of ideas and the world of public affairs.
7. A brief description of the product or publication intended as a result of the study.

Proposals will be reviewed by a peer review panel, including the Board of Advisors of the Southeast Europe Project. Awardees will be notified of acceptance by mid-October 2010.


Selection Process and Review Criteria:
The basic criteria for selection are:
a) Significance of the proposed research, including the importance and originality of the project;
b) Quality of the proposal in definition, organization, clarity and scope;
c) Capabilities and achievements of the applicant and the likelihood that the applicant will accomplish the proposed project;
d) The relevance of the project to emerging and functional issues involving Greece, Turkey, Cyprus and Bulgaria and the broader geopolitical issues affecting Southeast Europe.

Note: All non – U.S. citizens and those who are not legal permanent residents must be eligible to obtain a J-1 exchange visitor visa.

Contributing Scholars
Scholarships are available to American and regional experts on a short-term non-residential basis of 1-2 months. The recipient must produce a journal-quality essay on an agreed topic by the end of the research period. Candidates must submit a proposal (maximum 1000 words), curriculum vitae, full contact information, and two recommendation letters by September 1, 2010. Candidates will be notified by mid-October of their acceptance. Contributing Scholars receive a stipend up to $1,000.
