Director's Forum on "The Future of the United Nations" featured prominent Canadian
Louise Fréchette, Deputy Secretary-General of the United Nations, was a panelist in a forum hosted by the Woodrow Wilson Center, and co-sponsored by the United Nations Association of the Capitol Area. Ms. Fréchette was born in Montréal and began her distinguished career in foreign service in the Canadian Department of Foreign Affairs and International Trade.

Former Quebec Scholar Vincent-Joël Proulx releases Transnational Terrorism and State Accountability: A New Theory of Prevention
Vincent-Joël Proulx, the 2009 Wilson Center Canada Institute Quebec Scholar, recently released his book, Transnational Terrorism and State Accountability: A New Theory of Prevention. In it, he details the shortcomings of the extant scheme of state responsibility regarding terrorist activities, and identifies a paradigm shift towards more indirect modes of accountability. Ultimately, the legal and policy sensibilities that he emphasizes converge into a new theory of prevention in counterterrorism contexts.
