Who Can Govern Kosovo?

The vitriolic debates over the Standards before Status policy have overshadowed the urgent need for good governance in Kosovo. Putting aside the question of 'who will govern' for the moment, a panel of experts recently convened to consider who can govern Kosovo by assessing the local conditions and political will to govern Kosovo responsibly, effectively and legitimately.
