From the Preface

This Working Paper presents the fruits of the research of Antonio Aranibar, former Foreign Minister of Bolivia, during his stay as a Public Policy Scholar at the Woodrow Wilson International Center for Scholars. On February 22, 1999 Mr. Aranibar presented the draft version of his research at a colloquium hosted by the Latin American Program. The colloquium convened important members of the inter-American diplomatic community, including H.E. Ricardo Luna, Ambassador of Peru to the United States; H.E. Carlos Portales, Ambassador of Chile to the OAS; and Dr. Alberto Quiroga, Mission Counselor, Bolivian Mission to the OAS, along with other regional experts and scholars of South American affairs.
