209. An Analysis of the Yugoslav Elections and Its Implications
Jul 07, 2011October 2000 - In their discussion, Robert Hayden and Eric Gordy identified the main reasons for the opposition's electoral victory in the September 24 presidential elections and elaborated on potential challenges facing the new regime once in power.
Several factors contributed to the opposition party's victory. Hayden and Gordy cited the: the decreasing amount of support for Vuk Draskovic's Serbian Renewal Movement (SPO) party as well as a crisis of orientation within the party; the ongoing repression and open violence which exposed a sign of desperation within the Socialist Party of Serbia (SPS); the influence of the student resistance movement OTPOR; and, the uncertainty of support for Milosevic by the military and the police. In addition, several potential divisions and defections within Milosevic's coalition further threaten to weaken the ruling regime's hold on power. more
60. Governed by Accession? Hard and Soft Pillars of Europeanization in Central and Eastern Europe
Jul 07, 2011With the collapse of state socialism in 1989, the formerly communist countries of Central and Eastern Europe (hereafter CEE) had no choice but to shake off their deeply ingrained Cold War mentality and try to take their place in a world characterized by globalization and increased regional integration. Their “return to Europe,” or integration into the structures of the European Community/European Union (EC/EU), passed an important milestone in 1993, when the EU made the historic decision to enlarge eastwards and accept new members from the formerly communist countries. Accession negotiations opened in spring 1998 for "fast-track" countries (Poland, Hungary, the Czech Republic, Slovenia, and Estonia), and in February 2000 for "slow-track" countries (Bulgaria, Slovakia, Romania, Latvia, and Lithuania). This paper focuses on the CEE countries’ “accession perspective”—their motives, expectations, deliberations, and practical difficulties as they strive to become part of the EU’s anticipated eastward enlargement. more

Changes in U.S. Policy on Africa in the New Administration: What will it mean for AFRICOM?
Jul 07, 2011U.S. policy is dictated by global political and economic realities as well as domestic U.S. policy priorities. Not only is President Obama faced with the stark reality of an America perceived by many to have lost its moral compass in an increasingly multi-polar world where American power and resource capacities are dwindling and its leadership role being challenged, but the priorities of policy and resource allocation must remain for the short and near-terms on the domestic economic crisis, the two unpopular wars he has inherited and traditional national interest priorities. In the realm of foreign affairs, this means that Europe, Russia, the Middle East, Japan and China will continue to be the highest priorities and, as the developing world intersects with those policy priorities, it will be mostly in the form of India, Brazil, and, perhaps, South Africa. more
