Project Summary

Between the 1850s and 1906 the Russian government exiled thousands of its most serious offenders to the north Pacific island of Sakhalin. The intention was to create an escape-proof and economically self-sufficient penal colony that would also help guard the approaches to the Amur River and the Russian Far East.
