exploration of major policy issues and policy-making processes of the USSR in order to refine the models of Graham Allison, and thereby, provide a better basis for projecting future policy trends. Given the ideological values and leaders objectives of the USSR in the mid 1970s, what policy outputs can we expect from the present into the mid 1980s?
