José Roberto Afonso is ceded to the Federal Senate as a special technical consultant since 2007. He has expertise in the area of economics with an emphasis on public internal including: tax reform, fiscal responsibility, tax collection, fiscal decentralization, fiscal federalism, public finance, municipal intergovernmental relations and public expenditure. In the past Afonso has been ceded to the Chamber of Deputies as a special technical consultant from 2002 to 2006; he has also functioned in the same capacity for the Ministry of Planning and IPEA in previous years. He was an economist at the National Bank for Economic and Social Development (BNDES) since August 1984. Afonso has also served as the superintendent of the fiscal and employment BNDES from 1996 to 2002 and the pension fund (FAPES) from 1994 to 1996.  He received his PhD in Economics with a concentration in Social Economics and Labour from the State University of Campinas (UNICAMP) in 2010 and a Master in Economics in the area of Industry and Technology from Federal University of Rio de Janeiro (UFRJ) IN 1989.
