how officials adopt policies regarding their ethnic minorities and what factors have affected these decisions influence of neighboring states and multilateral regional organizations builds on the cases of Ukraine and Slovakia and will expand the scope of this investigation to secondary case studies to assess how to generalize findings outside these countries and minority policy strategies that international actors successfully utilize to influence policy outcomes
