Building State Capacity to Manage Radioactive Materials
Project Summary
Examines efforts to build state capacity in the Former Soviet Union for (1) early notification of a nuclear accident, (2) safer management of nuclear power facilities, (3) the management of radioactive wastes. Reviews the idea of capacity building in terms of the necessary level for minimal state effectiveness, asking the nature of multilateral and bilateral programs, and the attributes and strategies of the capable state.
