This project concerns the development of Russian foreign policy after the collapse of the USSR. There is particular emphasis on the analysis of the primary issues that undergird efforts to construct a new Russian foreign policy, and thence to identify the different competing foreign policy orientations that are held by Russian elites. 3 fundamental themes that underlie elite discussions of Russian foreign policy are identified: Russia’s linkage to a larger civilization, the geographical scope of Russian interests, and the external threat facing Russia.
