Thomas C. Moore is a senior fellow and deputy director of the Proliferation Prevention Program at CSIS. Mr. Moore served as senior professional staff member at the Senate Committee on Foreign Relations from 2003 to 2013, where he held responsibility for arms control, arms sales, and nonproliferation matters. Prior to working on the Foreign Relations Committee, he was staff assistant to the Subcommittee on Strategic Forces of the Senate Armed Services Committee and an intern with the Senate Committee on Foreign Relations.

On the Foreign Relations Committee, Mr. Moore was the lead professional staff member for the Moscow Treaty; the U.S.-IAEA Additional Protocol, and its implementing statute; the Convention on Supplementary Compensation for Nuclear Damage, and its implementing statute; agreements for peaceful nuclear cooperation under section 123 of the Atomic Energy Act with India, the United Arab Emirates, Russia, Turkey, and several other nations; major U.S. arms sales and transfers; U.S. defense trade treaties with the United Kingdom and Australia, and their implementing statutes; and the New START Treaty. Mr. Moore accompanied former senator Richard G. Lugar on many trips throughout Russia and the former Soviet Union while on the Foreign Relations Committee staff. During his Senate career, he focused on matters related to verification. Mr. Moore received his B.A. in history and Russian and East European studies from the University of Kansas in 1999, Phi Beta Kappa, with distinction. He is proficient in Russian, and he is a member of the International Institute for Strategic Studies in London and an Atlantik-Brücke German-American Young Leader.
