Looks at the process of transformation to a market economy in Ukraine, determining the handicaps left by the remnants of the Soviet-style economy. Examines incentive practices, and their failure to induce market transformation. Models the flow of resources within the economy to improve the quality of macroeconomic stabilization reform through a better coordination with longer term microeconomic and structural policies.
