Los expertos consultados coinciden en señalar que es difícil para Washington mantener una política única hacia la región, dadas las diferencias ideológicas y económicas entre los países. "Una política única no sirve", apunta Cynthia Arnson, directora del programa de América Latina del Wilson Center.

Trinkunas precisa que "Centro y Norte América y el Caribe, por razones de integración económica, social y demográfica, tienen buenas relaciones con Estados Unidos en general. Con Sudamérica, las relaciones son más distantes". El experto de Brookings cree que eso se debe tanto "al incremento de autonomía de los países de la región porque ahora son más prósperos y estables por la diversificación de su intercambio internacional" como a "las ambiciones de algunos gobiernos de turno, especialmente los bolivarianos".
