El estudio titulado “la Rebelión de las Redes Criminales: El crimen organizado en América Latina y las fuerzas que lo modifican”, de Juan Carlos Garzón Vergara, investigador del Woodrow Wilson Center y el Centro de Estudios Latinoamericanos de la Universidad de Georgetown de Estados Unidos, señala que las redes criminales figuran hoy como actores estratégicos relevantes en el hemisferio sur, reconfigurando las fronteras territoriales, teniendo un fuerte papel en la economía y penetrando en las estructuras políticas y sociales.
