Los investigadores participantes en el "Encuentro de Expertos en Acceso a la Información y Rendición de Cuentas" advirtieron que "estos derechos, si no se ejercen, se pierden" y que la ley no solo no garantiza que se cumplan, sino su inaplicación, cobija retrocesos. Expusieron que una buena ley en la materia (acceso a la información y rendición de cuentas), son una gran plataforma, pero aseguraron que no son suficientes, ni garantizan el respeto irrestricto de estos derechos, porque "derecho que no se ejerce muy probablemente se pierde".
