AGOA Congressional Roundtable

On March 2, 2015, the Wilson Center Africa Program, in partnership with the African Union Mission, hosted a private roundtable discussion on the renewal of the African Growth and Opportunities Act (AGOA). The discussion featured H.E. Mrs. Fatima Haram Acyl, Commissioner for Trade and Industry with the African Union, as well as representatives from several Congressional offices from both parties. Commissioner Acyl was joined by the African Union Ambassador to the United States, H.E. Amina Ali and additional representatives from the African Union. Dr. Monde Muyangwa, Director of the Africa Program, facilitated the discussion.

Overview

On March 2, 2015, the Wilson Center Africa Program, in partnership with the African Union Mission, hosted a private roundtable discussion on the renewal of the African Growth and Opportunities Act (AGOA). The discussion featured H.E. Mrs. Fatima Haram Acyl, Commissioner for Trade and Industry with the African Union, as well as representatives from several Congressional offices from both parties. Commissioner Acyl was joined by the African Union Ambassador to the United States, H.E. Amina Ali and additional representatives from the African Union. Dr. Monde Muyangwa, Director of the Africa Program, facilitated the discussion.

The discussion centered around the centrality of AGOA to U.S.-Africa relations, particularly in the economic sphere, as well as areas in which the African Union can facilitate dialogue between African countries and the U.S. Government. For example, clear country strategies and data on AGOA’s benefits (such as the number of women who benefit from textile industries under AGOA) would help to make the case for AGOA’s timely reauthorization. The rationale for renewing AGOA for 15 years was explained, as this would allow African nations time to reach middle-income status, after which a different kind of trade framework with the U.S. would be appropriate. The AU and Congress committed to continuing the dialogue as efforts to renew AGOA progress.
