This publication purports to add to the recent years of dialogue regarding defense and security issues in the Caribbean. The Latin American Program organized the conference "Human Rights in the International System: Enforcing Global Governance" to study the current role of human rights in the international system, and the use of human rights as a foreign policy strategy. This publication is the report from this conference.
This report is a result of a seminar, “Entre el Crimen y el Castigo: Seguridad Ciudadana, Gobernabilidad y Control Civil,” that was held on October 4-5, 2001. The seminar focused on how to confront crime and social violence.
