Congress has spent a great deal of time on regulating use of the Internet. Congress has been less adept in using this technology to speed the pace of legislative deliberation. In this conversation, Don Wolfensberger describes how most congressional usage is still restricted to member Web sites and e-mail. In a following commentary, David Rejeski explains how more imaginative use can benefit the political process in the future.
