In the private sector, Fulgham has held senior executive leadership positions including Executive Vice President of VIATEQ Corporation, Managing Partner at Palladium, and President of Galileo Energy Partners. As Acting Administrator of the U.S. Agency for International Development (USAID), he led one of the world's largest international development organizations, overseeing a portfolio exceeding $20 billion across 88 countries and directing a workforce of more than 7,000 professionals. Previously, as USAID's first Chief Operating Officer, he led enterprise-wide modernization initiatives that strengthened operational performance, improved accountability, enhanced innovation, and institutionalized organizational reforms.

Earlier in his career, as USAID Mission Director in Afghanistan, Fulgham directed a $1.2 billion development portfolio supporting infrastructure, health systems, economic growth, governance, and stabilization during one of the most complex international operating environments of its time. That experience strengthened his expertise in strategic execution, risk management, crisis leadership, and leading high-performing organizations under demanding conditions.
