Full Biography

Dr. Amr Talaat serves as the Minister of Information and Communication Technology since June 14, 2018. He enjoys a 30-year experience in communications and information technology.

In August 1988, Talaat joined IBM - Egypt where he held various managerial positions. On May 23, 2010, Amr Talaat became IBM Country General Manager, and served as a Territory Manager since 2005. He managed the company’s Systems and Technology Group as well as its Business Partner Organization.

While achieving corporate financial goals, Talaat moved to strategic and operational areas. These included building human capital, fortifying customer loyalty, corporate social responsibility and employees’ Key Performance Indicators (KPIs) during his tenure.

In addition, Talaat is an Adjunct Professor at Cairo University, teaching marketing and sales strategies and tactics, organizational behavior and strategic management. He is, also, an honorary member at the ICT Board at Cairo University and member of the ICT Board of the Academy of Scientific Research and Technology (ASRT) and the Chairman of ICT Committee of Egypt’s AmCham.

Dr. Talaat established strong relationships with key officials and executives from various sectors, nationally and globally, to attract major investments as well as mergers and acquisitions (M&A) deals.​

As an Adjunct Professor at Cairo University, Talaat teaches strategies and tactics of marketing and sales, organizational behavior and strategic management. He is an honorary member of Cairo University ICT Board and a member of the ICT Board of the Academy of Scientific Research and Technology (ASRT), and the Chairman of AmCham’s ICT Committee. ​​​

Dr. Amr Talaat graduated in 1983 from the Faculty of Engineering, Cairo University where he made postgraduate studies in Electrical Engineering. He earned his Doctor of Business Administration (DBA) from the University of Paris, Paris School of Business (PSB) and an MBA from Paris ESLSCA Business School. He also obtained a master degree in computer science from Illinois Institute of Technology.​​
