Expert Bio

Haibing leads EIA’s China-related campaigns and research work. He is responsible for developing and implementing strategies to halt the flow of illegally logged timber into the Chinese market. Haibing conducts analysis on Chinese laws and regulations as well as trade data to help the campaign team better understand the political, economic, and social context of desired policy change. He reaches out to relevant stakeholders both in China and on international ground to build effective coalitions and advocate for Chinese government’s issuing of a mandatory ban on illegal timber trade.

Haibing spent the previous 10 plus years working in climate and energy field, promoting low-emission strategies and best practices in key developing countries. He was the China Program Manager at Worldwatch Institute between 2010 and 2017. Before that, he worked for Center for Clean Air Policy as International Policy Associate, focusing on sector- and technology-based measures for mitigating greenhouse gases and relevant policy solutions (2007-2010).

Haibing has a Master’s degree in Public Policy Analyses from Peking University and a Bachelor’s in Public Administration from Zhejiang University.
