Full Biography

Halsey Rogers is a lead economist with the Education Global Practice of the World Bank. He has published peer-reviewed research and provided policy advice on teacher effectiveness, service delivery in education, aid effectiveness, development strategy, and other topics. He co-authored the World Bank Group’s Education Strategy 2020: Learning for All. Rogers previously served as a senior economist in the World Bank’s research department from 2002 to 2010 and as an advisor to former World Bank chief economists Joseph Stiglitz and Nicholas Stern from 1997 to 2002. He has also served with the White House Council of Economic Advisors, the Indonesian Ministry of Finance in Jakarta, the University of California in Berkley, and the Korea Development Institute in Seoul. He holds a Bachelor’s from Princeton, a M.A. in Public Policy from the Harvard Kennedy School, and a Ph.D. in Economics from the University of California, Berkley.
