Full Biography

Marta Jara Otero most recently served as Chair of Uruguay’s Administración Nacional de Combustibles, Alcohol y Portland (ANCAP). She has more than three decades of experience in the oil and gas industry, infrastructure development, and regulated markets and has been a champion of Uruguay’s transition to a zero emissions future. Prior to her position at ANCAP, she worked for several large firms, including Royal Dutch Shell, Mitsui, and Carboclor, a petrochemical and logistics company based in Argentina. Marta has participated in organizations including the British Chamber of Commerce in Mexico and the Dutch-Mexico Council for Foreign Trade, Investment and Technology. She received a degree in chemical engineering from the University of Buenos Aires and a Master’s degree in strategic financial management from Kingston University, UK. Marta has also participated in executive education programs at IMD in Lausanne and at Harvard University’s Kennedy School of Government.
