Full Biography

Rafael E. De Hoyos Navarro is a senior economist in the education unit for Latin America and the Caribbean of the World Bank. Previously he was the chief of advisors to the underminister of education in Mexico. Before joining the underministry, he worked in the Development Economics Vice Presidency at the World Bank (2006-08), at the Judge Business School at the University of Cambridge (2005-06), and as a consultant for the United Nations Economic Commission for Latin America and the Caribbean in Mexico and at the United Nations World Institute for development Economics Research in Finland. He has authored various publications in the field of development economics and received the Banamex Award in 2007 for Economics. De Hoyos holds a Bachelor’s degree in Economics from the Universidad Autónoma de Nuevo León, where he also pursued studies in Law. He holds an M.A in Economics Development from the University of Sussex and a Ph.D. in Economics from the University of Cambridge.
