Overview

In the wake of World War II and the Holocaust, public sympathy grew in the United States for the establishment of a Jewish state in Palestine. Yet in a series of memos in 1947 and 1948, George F. Kennan articulated a consensus view among U.S. diplomatic and military leadership that such a state could usher in Soviet influence in the Middle East, undermine access to oil resources in the Arab states and therefore undermine U.S. national interests in the Middle East and around the world. In this talk, Jeffrey Herf examined Kennan’s memos, the context of their emergence, and their consequences for U.S. foreign policy at the dawn of the Cold War and beyond.
