Full Biography

Magistrate Carlos Emilio Arenas Bátiz currently serves as Magistrate of the Superior Court of Justice of the State of Nuevo León. Previous he served as Regional Electoral Magistrate of the Electoral Tribunal of the Federal Judiciary of Monterrey. Prior to this he was Director General of the Unit of Attention to Recommendations of the National Human Rights Commission in Mexico City. Bátiz has expertise in Constitutional Law, Electoral Law, and Criminal Law and has served as a teacher, researcher and lecturer, within Mexico and across Latin America since 1995. He has authored and co-authored six books and more than 30 articles published in specialized legal journals. Bátiz holds a Doctorate in Law from the Universidad Nacional Autónoma de México, a Masters in International Studies from the University of Leeds, and a Masters in Public Law from Universidad Autónoma de Nuevo León.
