Full Biography

Dr. Guillermo Zepeda Lecuona is a professor at the Western Institute of Technology and Higher Education (ITESO) and a consultant on public policies dealing with human security and criminal justice. From 2010-2012 he served as a Special Studies Coordinator at USAID/Mexico Justice and Security Program, where he led the project “Monitoring of the Processes of Implementation of the Criminal Reform in Mexico” and wrote the General Report and edited the local reports that derived from this task. He is also author of several publications related to criminal justice such as “Crimen sin castigo: procuración de justicia penal y ministerio public en México” and “Los retos de la eficacia y la eficiencia en la seguridad ciudadana y la justicia penal en México.” He has also written specialized articles for Mexican newspapers including Reforma, El Financiero, El Universal, El Economista, Milenio, Mural and Crónica, as well as in political magazines including Este País and Nexos. In 1999, Dr. Zepeda was honored with the National Law and Economics Award.
