Full Biography

For 30 years, J. Eugenio Barrios O. has built noteworthy expertise in water resource management at national and regional level. He holds a degree in engineering from Universidad Nacional Autónoma de México and Master of Science in Environmental Engineering from the University of Illinois Urbana-Champaign. Early in his career, he worked for the National Water Commission (Conagua) and the Institute of Engineering at UNAM. From 2004-2019, he held several positions at World Wildlife Fund Mexico and Latin America. He developed the National Environmental Water Reserves Program in Mexico. He was member of the World Wildlife Fund Global Freshwater Practice Leadership Team, the Scientific and Technical Review Panel of the Ramsar Convention (2012-2015), Mexico’s National Water Council, and President of Mexico’s National Wetlands Committee (2018-19). He was Deputy Director General of Conagua. As an international consultant on water and environmental policies, he has worked for the United Nations Environment Program, the World Bank, the Inter-American Development Bank, the Alliance for Global Water Adaptation, and World Wildlife Fund-US. Currently, he is the Director of Water in the Fundación Gonzalo Río Arronte.
