Michael Frank is a technology policy expert focused on how artificial intelligence, compute infrastructure, and emerging technologies are reshaping geopolitical power, economic statecraft, and strategic competition. His work centers on the geopolitics of AI, including U.S.-China technology competition, semiconductor controls, compute infrastructure, national security, and the policy choices that will shape strategic advantage in the AI era.

As Co-Founder and CEO of Radiant Intel, an agentic AI platform for geopolitical and macro-risk intelligence, Frank brings a practitioner’s perspective on how AI systems can transform decision-making for policymakers, investors, and institutional leaders. He previously served as a Senior Fellow at CSIS’s Wadhwani Center for AI and Advanced Technologies and led Asia technology and geopolitics policy research at the Economist Intelligence Unit.
