Full Biography
Nipun Vats is the Assistant Deputy Minister, Science and Research Sector, at the Department of Innovation, Science and Economic Development Canada. In this role, he is responsible for supporting federal policy and investments in post-secondary research, playing a coordinating role for federal intramural science, and facilitating the development of a digital research infrastructure strategy.
Dr. Vats has held a variety of positions within the federal government. These positions include supporting the development and implementation of the Government’s overall agenda within the Priorities and Planning Secretariat of the Privy Council Office as well as leading the policy and administration of the major transfer payment programs to the Provinces and Territories at the Department of Finance. He has also served as Secretary to a National Advisory Panel on Energy Science and Technology. Prior to becoming an Assistant Deputy Minister, Dr. Vats served as the lead federal official in the successful negotiation of the Canadian Free Trade Agreement.
Dr. Vats has a long-standing professional interest in scientific and social science research. He holds a Ph.D. in Theoretical Physics from the University of Toronto, a B.Sc. in Physics from Dalhousie University, and a Master’s of Public Affairs from the Woodrow Wilson School, Princeton University, with a specialization in Science, Technology and Environmental Policy.

Nipun Vats est sous-ministre adjoint du Secteur des sciences et de la recherche au ministère de l'Innovation, Sciences et du Développement économique Canada. À ce titre, il est chargé de soutenir les politiques et les investissements fédéraux dans la recherche postsecondaire, de jouer le rôle de coordonnateur des sciences intra-muros fédérales et de faciliter l'élaboration d'une stratégie d'infrastructure de recherche numérique.
M. Vats a occupé divers postes au sein du gouvernement fédéral. Ces postes comprennent l’appui à l’élaboration et à la mise en œuvre du programme général du gouvernement au sein du Secrétariat des priorités et planification du Bureau du Conseil privé, ainsi qu’à la direction des politiques et de l’administration des principaux programmes de paiements de transfert aux provinces et aux territoires du ministère des Finances. Il a également été secrétaire d'un comité consultatif national sur les sciences et technologies de l'énergie. Avant de devenir sous-ministre adjoint, M. Vats a été le principal responsable fédéral des négociations fructueuses de l'Accord de libre-échange canadien.
M. Vats s'intéresse depuis longtemps à la recherche scientifique et sciences sociales. Il est titulaire d'un doctorat en physique théorique de l’Université de Toronto, un baccalauréat en science physique de l’Université Dalhousie et une maîtrise en affaires publiques de l’école Woodrow Wilson de l’Université de Princeton, avec une spécialisation en science, technologie et politique de l’environnement.
