Richard G. Newell is the Gendell Professor of Energy and Environmental Economics at Duke University’s Nicholas School of the Environment and Director of the Duke University Energy Initiative, Box 90467, Durham, NC 27708 (richard.newell@duke.edu); he is also a Research Associate at the National Bureau of Economic Research, Cambridge, MA and the former Administrator of the U.S. Energy Information Administration.
