Despite months of intense wrangling between Kyiv and EU capitals, Ukraine did not sign the EU association agreement during the November 28-29 European Union Eastern Partnership summit in Vilnius. The eleventh-hour decision could prove to be a turning point for the EU’s integration agenda, for Europe’s relations with Russia, and for the future development of states in the region. On December 2, 2013, in the immediate aftermath of this historic moment, prominent Ukrainian, Russian and German experts provided their on-the-ground commentary and analysis.
