Carlos Pascual is Senior Vice President for S&P Global Commodity Insights and a non-resident fellow at the Center for Global Energy Policy at Columbia University. He was the founder of the Energy Resources Bureau in the State Department and served as the US ambassador to Mexico and Ukraine.
