El 15 de octubre de 2013, la Comisión Económica para América Latina y el Caribe (CEPAL) y el Woodrow Wilson Center convocaron a un seminario entre académicos, investigadores nacionales e internacionales y representantes del sector privado en las oficinas de la CEPAL en México para analizar y discutir los alcances de la Reforma Hacendaria y Social que el Presidente de la República a través de la Secretaría de Hacienda y Crédito Público (SHCP) envío al Congreso de la Unión.
