The monumental task of rebuilding Juárez is like trying to patch up a war zone in short order.

And while authorities at all levels, from outgoing Mexican President Felipe Calderón to the Juárez Mayor Héctor Murguía, have been quick to proclaim success, several longtime residents are skeptical of the progress being made.

Money from Pillar IV of the Merida Initiative has been poured into Juárez for projects that are intended to help the city recover from the more than 11,000 murders since 2007 and the collective trauma they inflicted on the border community.
