As the situation with Iraq becomes more intense, Canada remains a proponent of the need for United Nations legitimacy for any war on Iraq. Joe Clark has remarked that Canada is in a difficult position with limited leverage, facing a potential Hobson's choice of breaking either with the United Nations or with the United States. What are Canada's options, before or after potential hostilities?
