Updating the AUMF (Authorization to Use Military Force): Will Congress Act?

U.S. military action in the war on ISIS has been carried out under legislation passed in 2001, in the shadow of the 9-11 attacks. Many believe that Congress must provide a new AUMF (Authorization to Use Military Force) that more specifically identifies our enemies and the scope and limits of the mission. Wilson Center Director and President Jane Harman, herself a former Member of Congress, spoke with two Senators who are co-sponsoring legislation for a new AUMF. But will Congress act? Congresswoman Harman’s conversation with Senators Jeff Flake (R-AZ) and Tim Kaine (D-VA) provides the focus for this edition of REWIND.
