The first meeting of the Working Group, which included prestigious journalists, intellectuals, political analysts and policymakers from Argentina and the United States, was held in Buenos Aires, Argentina, on June 26, 2002. They met to discuss a paper about civil society by Enrique Peruzzotti, of Universidad Torcuato Di Tella. Peruzzotti's paper, "Civic Engagement in Argentina. From the Human Rights Movement to the Cacerolazos," argued that the cacerolazos – the vast mobilization of citizens banging pots and pans – are not a populist movement but rather the latest offshoot in the process of civil society politicization in Argentina.
