When the Soviet Union collapsed there was a mad scramble for explanations of an event few had predicted. Almost no one looked at the contributing factor of Baltic opposition to Soviet domination. Revelations – in the late 1980's – of secret agreements between Hitler and Stalin on the fate of the Baltic nations fueled public anger.
