In 2015, one of America’s leading China watchers said that U.S.-China relations were at a tipping point when our “Our respective fears are nearer to outweighing our hopes than at any time since normalization.” Respective fears shaped new policy debates in Beijing and Washington, escalations in the South China Sea, threats and accusations in the cyber realm, deepened pessimism on the part of American NGOs and corporations in China, and complexed public perceptions in the U.S. and the PRC. But there was reason for hope as well, as mil-mil communications improved and national leaders used their frequent meetings to seek common ground on combatting climate change and cyber theft.
